Biography

Paul Hines' practice focuses on resolution of complex cross-border disputes, international arbitration, and trade and cybersecurity issues. He has represented clients in international commercial and investor-state arbitrations under ICC, ICDR, HKIAC, UNCITRAL, LCIA, DIAC, and ICSID rules as well as the applicable arbitral laws of numerous jurisdictions, including the United States, England, France, Hong Kong, and Saudi Arabia. Paul has also represented clients in cross-border litigation in U.S. courts and before U.S. regulators in matters relating to international commercial transactions. He has represented clients in disputes and regulatory matters in the oil and gas, life sciences, commodity chemicals, mining, construction, banking, wine and spirits, agriculture, and heavy manufacturing industries. And his experience has covered a wide range of substantive areas of the law, including contracts, treaties and customary international law, foreign laws, antiterrorism laws, international trade, antitrust, intellectual property, and tort law.

Paul has experience in all aspects of arbitration and litigation, including substantial experience in the preparation and presentation of evidence and argument before international tribunals and U.S. courts. Paul has in-depth experience in preparing and presenting both fact and expert witness testimony through direct and cross-examination.

Paul provides strategic counseling to clients to assist them in resolving disputes before litigation or arbitration becomes necessary. Paul is also experienced in counseling clients on international trade issues, including economic sanctions and export controls (e.g. OFAC, EAR/BIS) and data breach issues.

Paul has spoken and published on international arbitration issues and serves in professional organizations including California Arbitration and the ICC Northwest Subcommittee.
